What made the design especially unusual was a massive, cloud-shaped structure connecting the two towers midway up. The planned space would have included a swimming pool, restaurants, social areas, and sky lounges.

But it was that enormous “cloud” that triggered an extraordinary backlash.

AN IMAGE PEOPLE SAW DIFFERENTLY

When the renderings began circulating among American audiences, many people immediately noticed what they considered a striking visual resemblance to the World Trade Center towers during the September 11 attacks. The large white structure stretching between the buildings was interpreted by critics as resembling the smoke and debris cloud surrounding the towers.

The reaction online was swift. MVRDV’s Facebook page was flooded with angry comments, while images of the proposed development spread across the internet.

For many viewers, the resemblance was simply too striking to ignore.

THE FIRM APOLOGIZED

MVRDV publicly addressed the controversy and apologized to anyone who had been hurt by the images. The firm insisted that the resemblance to the September 11 attacks was never intentional and said the connection had not been noticed during the design process.

According to the firm, the concept was intended to create the impression of a cloud floating between two skyscrapers — not to reference the tragedy of 2001.

But the explanation did little to end the controversy.

ONE DETAIL MADE THE STORY EVEN MORE COMPLICATED

The location added another layer to the debate. The project was planned near an area connected to major redevelopment, and critics also pointed to its proximity to the broader Ground Zero redevelopment context associated with architect Daniel Libeskind.

Yet reports from South Korea suggested that the reaction there was very different. Before the international controversy erupted, the design had been presented as an innovative architectural concept and had not generated the same immediate association with September 11 that emerged among many American viewers.

That raised an uncomfortable question: Was this simply a coincidence that different audiences interpreted in completely different ways?

THE PROJECT NEVER BECAME WHAT THE RENDERINGS PROMISED

The South Korean developer initially indicated that the controversial design would not be changed. But as the backlash continued, “The Cloud” ultimately failed to move forward in the form shown in the original 2011 renderings.

The project has since remained one of the more controversial examples of how architectural imagery can be perceived in ways its creators never intended.

For MVRDV, it was supposed to be a futuristic “cloud” suspended between two towers.

For many people who saw the images in the United States, that cloud evoked something far more painful.

And even years later, the question remains:

Was it an unfortunate coincidence — or a resemblance that should have been recognized before the images were ever released?

In 2011, a luxury architectural project planned for Seoul initially looked like something straight out of the future.
